Following CodeQL Linux jobs.\n\nGHA/codeql:\n- also build with libssh.\n- disable verbose output in build steps.\n\nGHA/linux:\n- enable more build options for the clang-tidy and scan-build jobs:\n  libidn2, nghttp2, ldap, kerberos, rtmp, gnutls, gsasl, rustls,\n  mbedtls, wolfssl\n  Use Linuxbrew where necessary.\n- also enable ECH, gssapi in the scan-build job.\n- fix 'scanbuild' to be 'scan-build' in the job name.\n\nGHA/macos:\n- build with Rustls in the clang-tidy job.\n- add a new clang-tidy job to test HTTP/3 (with openssl + ngtcp2).\n- build with libssh in one of the clang-tidy jobs.\n- build with LibreSSL in the MultiSSL clang-tidy job.\n- build with heimdal and kerberos in the clang-tidy jobs respectively.\n- build with OpenLDAP in one clang-tidy job.\n- add support for `skipall`, `skiprun` job options, and use it.\n\nCloses #18660\n","parents":["cd20f7b6532198162ddd5bfa816a284c1ad66a7e"],"tree_hash":"83eac921a8988f65ce60d73c34e38f7c91a3fc16"}
