This takes up to 40 minutes per job. New cache entries\nfail on upload with messages like:\n```\nCompleted submission of nghttp2:arm64-android@1.65.0 to 0 binary cache(s) in 172 ms\n```\n(note the zero.)\n\nThis coincided with my adding support for windows-11-arm and touching\nsome jobs affected. Yet, unrelated. It also affects Android jobs.
